Position Summary
The Research Policy Analyst will collaborate with cross-functional teams to develop, edit, and review policy documents, deliverables, and public comments based on industry evidence-based best practices. The Research Policy Analyst must possess exceptional research, analytical, and written and oral communication skills, with a knack for translating complex information into clear, concise, and actionable guidelines. This role requires in-depth knowledge of the state and federal regulatory process, including the Administrative Procedure Act, and the Centers for Medicare and Medicaid Services (CMS) rules and regulations applicable to Long-Term Services and Supports (LTSS) and Home and Community Based Services (HCBS).

Salary range: $69,449 - 90,283
Position Responsibilities may include, but not limited to
  • Research and analyze federal and state rules, regulations, and sub-regulatory guidance to determine applicability to Mom’s Meals and guide policy writing as such
  • Serve as the primary writer, researcher, and editor of responses to state and federal requests for public comment
  • Collaborate with various internal partners to develop, edit, and review policy documents and deliverables, in a fast-paced environment
  • Manage policy research deliverables, including but not limited to, responses to requests for public comment, white papers, legislative reviews and testimony, presentations, and position statements
  • Stay abreast of key trends in state and federal policies and guidance affecting the various departments and functional areas of Mom’s Meals; use this knowledge to guide written policy deliverables and provide timely and proactive guidance
  • Ensure all areas of policy research, review, and writing align with industry evidence-based best practices that supports the goals and mission of Mom’s Meals
  • Maintain and archive policy documents, responses to public comments, and all other documentation associated with such; maintain document standards and templates
Required Skills and Experience
  • Bachelor’s Degree in a related field
  • 4 years of progressively responsible related professional experience
  • Extensive knowledge of the state and federal regulatory process, including the Administrative Procedure Act
  • Extensive knowledge the Centers for Medicare and Medicaid Services (CMS) rules and regulations applicable to Long-Term Services and Supports (LTSS) and Home and Community Based Services (HCBS)
  • Knowledge of rules and regulations regarding home delivered meals
  • Knowledge of CMS rules and regulations regarding 1115 Demonstration Waivers and 1915(c) HCBS Waivers
  • Knowledge of policy associated with Social Determinants of Health (SDOH) and Health Related Social Needs (HRSN)
  • Strong research, writing, and communication skills
  • Ability to write effectively and concisely
  • Ability to identify pertinent information and create documents that present relevant information clearly and succinctly
  • Excellent interpersonal skills, including an ability to work independently and in a team setting
  • Efficient, organized work style and an ability to prioritize quickly and confidently and manage multiple deadlines
  • Proficient in MS Office products and Adobe Acrobat
  • Experience converting qualitative and quantitative information into clear policy documents, frameworks, narratives, and visually compelling presentations
  • Must have a wired internet connection using an ethernet port. Broadband internet wired to the home is required - Cable Modem/service or Fiber Optic. No Satellite, 4/5G, or DSL circuits

  • Extensive knowledge of rules and regulations regarding home delivery meals
