JOB SUMMARY:

This is an Atlanta-based Public Health Advisor (PHA) position that frequently travels internationally to provide management, technical, and administrative support to assigned countries functioning as a Senior Public Health Advisor and provides support to assigned country offices in areas of country office operations, administrative and management practices to ensure these are in compliance with all agency and post regulations.

DUTIES:

As a Public Health Advisor, you will: Serve as the project officer and contracting officer's representative for the assigned cooperative agreements and contracts, and ensures partners/contractors are in compliance with agency regulations and are on track to meeting the deliverable scheduled. Review scopes of work associated with fiscal, accounting, or budget elements of contracts and/or cooperative agreements as required and ensures contracts are in compliance with Federal regulations. Work with IRIS global and reviews the status and validity of obligated funds and recommends deobligation of funds determined in excess of requirements. The incumbent escalates complex issues to senior Advisors within the branch for guidance, as needed. Responsible for collecting, evaluating, interpreting and analyzing complex legislative, regulatory, and/or policy guidance for use in managing overseas public health programs. Lead and coordinate with country teams to develop Global Health Security workplans and quality strategic program plans integrated with country financial and staff resources to strengthen support to host country disease prevention, detection, and response capacities in alignment with DGHP and host country priorities. Implement process improvements related to overseas public health programs, including the completion and application of the overseas Integrated Program Planning (IPP) workplans, and assists with the preparation and monitoring of cooperative agreements and country budget management. Coordinate all internal written and oral communication between staff at CDC's headquarters and staff in the applicable DGHP program. Research and prepare responses to Division of Global Health Protection related inquiries received in writing or telephonically from public health partners and key stakeholders. Coordinates partner outreach and cultivation of new non-financial relationships with academic institutions, think tanks, and others, and develops new materials showcasing partnership opportunities with CDC/DGHP.

QUALIFICATIONS REQUIRED:

Minimum Qualifications: Applicants must have at least one year of specialized experience at or equivalent to the GS-12 in the Federal service as defined in the next paragraph. Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience in planning, implementing, and analyzing public health policies, operations, and programs. Documenting Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
