What started as a small group of families gathered around a kitchen table in 1979 has blossomed into the nation’s leading voice on mental health. The National Alliance on Mental Illness (NAMI) is the nation’s largest grassroots mental health organization dedicated to building better lives for the millions of Americans affected by mental illness. 

Today, we are an alliance of hundreds of local affiliates, state organizations and a national office who work in communities across the United States to raise awareness, provide support and education, and advocate to address systemic barriers impacting people with mental health conditions. NAMI’s Government Relations, Policy and Advocacy team fights discrimination that keeps people from accessing the mental health care they need to get well and stay well. In particular, we work to address inequities and injustices and to promote dignity and inclusion for all people with mental illness and their families. NAMI’s policy work spans a wide range of key issues, from fighting for quality of care and insurance coverage to diverting from criminal justice system involvement and addressing social determinants of health.

We currently have an open position for a Manager, Legislative Analysis. The Manager, Legislative Analysis is responsible for researching, summarizing, and making recommendations for NAMI’s support of federal legislation and legislative proposals related to NAMI’s public policy priorities. This includes proactive research, as well as helping the team respond to legislative endorsement requests. The Manager will also be responsible for tracking and managing federal bills NAMI supports and ensuring that NAMI’s legislative endorsements are appropriately updated on NAMI.org.

This position is based in Arlington, VA (hybrid).  

Salary Range: $74,000 - $84,000, depending upon experience

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Reviews, analyzes, and summarizes federal legislation related to NAMI’s public policy priorities. 
  • Makes recommendations regarding NAMI’s position on federal legislation and works with the Policy team and the Director of Legislative Advocacy to determine final support. 
  • Proactively tracks newly introduced legislation related to NAMI’s public policy priorities and highlight opportunities for NAMI’s engagement.
  • Manages and catalogues NAMI’s federal legislative tracking and endorsements process within NAMI databases and ensure actions are reflected on NAMI’s website.
  • Research congressional members who have interest in or have supported legislation related to NAMI’s policy priorities and works with the Field Advocacy team to develop strategies for engagement with NAMI State Organizations and NAMI Affiliates.
  • Tracks congressional hearings, and briefings to provide succinct summaries for the team. 
  • Tracking provisions in enacted legislation to ensure follow-up with appropriations requests and/or federal agency actions.
  • Contributes to development of high-quality resources for members of Congress, including welcome packets at the beginning of the congressional session and other constituent service materials.
  • Assist with events and meetings on Capitol Hill, including but not limited to planning and support for receptions, briefings, and staff meetings.
  • Represents NAMI with external coalitions as needed.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:  

  • Bachelor’s degree in a related field required
  • 3-5 years’ experience in relevant field preferred, especially with experience analyzing federal legislation
  • Excellent written and verbal communication skills
  • Strong project management and organizational skills, with an attention to detail
  • Ability to work collaboratively within a team environment and across teams to plan and implement programs and initiatives
  • Ability to respond to and prioritize competing demands
  • Proficiency with Microsoft Office suite
  • Ability to work in a fast-paced work environment and meet tight deadlines
  • Ability to work independently with minimal supervision
  • Must pass background check
