ECS seeks a full-time, remote Research Associate to support NOAA Northwest Fisheries Science Center (NWFSC) for the project: "Conducting research on current catch share fisheries."

This position will support the NWFSC commercial fisheries economics data collection (EDC) program. Section 303A(c)(1)(G) of the Magnuson-Stevens Fishery Conservation and Management Act requires the Councils and Secretary to “include provisions for the regular monitoring and review by the Council and the Secretary of the operations of the program, including determining progress in meeting the goals of the program and this Act”. The West Coast Trawl Catch Share Program is currently undergoing review.

The review is being conducted by the Pacific Fisheries Management Council, with strong support from NWFSC. This position will support NWFSC scientists in providing an analytical document to the Council that uses existing scientific research, publications, data products, and reports to describe how the catch share program has performed with respect to the goals and objectives set by the Council that are related to economic outcomes. The position will involve drafting some analysis for the document and will also involve coordination with NWFSC scientists, analysts at NOAA's West Coast Regional Office, and Council staff to ensure completeness, accuracy, and comprehensiveness. Depending upon experience, the position may involve completing economic analyses and/or suggesting new or updated analyses to the appropriate scientists.

Tasks to be Performed:

  • Work closely with NWFSC and WCR staff to understand the fishery, fisheries management program, and the changes that have occurred as a result of the catch share program
  • Contribute to analysis and writing on the review
  • Communicate and coordinate with contributors

A government-furnished laptop will be provided. Remote work will be considered. Preference will be given to candidates based in Seattle or Portland, Oregon.

Salary Range: $75,000-$90,000
