Job Description
The Program Policy team within the Medicaid and CHIP Services (MCS) Office of Policy is seeking a qualified candidate to fill the position of Senior Policy Advisor (Program Specialist VII) for the Deputy Director for Program Policy. The Deputy Director oversees a team within the Office of Policy focusing on the development and implementation of healthcare policy for Texas’s Medicaid and CHIP Programs. The Office of Policy is an intense, dynamic environment that can be high-pressure but where support for the team is a high priority of leadership. The selected candidate is passionate about leading program policy initiatives in the Medicaid and CHIP programs in both managed care and fee-for-service delivery models. This position will be directly involved in developing and implementing policy that impacts millions of current and future Medicaid members.

Essential Job Functions:
(30%) Assists the Deputy Director of Program Policy with daily operations, including a variety of programmatic and operational functions. This includes overseeing or tracking program initiatives, preparing high quality written work products, and preparing assignments on behalf of the Director.
(25%) Plans, oversees, and manages the development and ongoing operation of assigned special projects, including those related to federal and state directed initiatives. This includes communicating with unit staff, coordinating with Health and Human Service personnel, preparing written updates, and assisting with the development and implementation of Medicaid initiatives.
(15%) Helps keep the unit on track for bill analysis during legislative session, including assisting and monitor staff bill analysis, working with internal stakeholders and acting as liaison to other areas during legislative session.
(15%) Acts as liaison and provides professional guidance to other program staff and agencies concerning programs and initiatives being managed by the Program Policy unit. Provides input and technical assistance and guidance to staff (internal and other HHS agencies) in the development and implementation of program changes and new initiatives.
(10%) Works with and speaks to community and professional groups, other HHSC programs, other state agencies, legislative staff, the Medicaid managed care plans, and public stakeholders, to provide information, technical assistance, identify needs and resolve issues. Provides oral presentations, and written materials, as appropriate.
(5%) Performs other duties as assigned. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.

Initial Selection Criteria:
Graduation from an accredited four-year college or university; Master’s degree preferred (experience and education may be substituted for one another).
Experience of 6 years in a field focusing on health and human services, including but not limited to the delivery of healthcare, public health, state government, or another related field.
Experience in a field related to Medicaid and/or CHIP policy preferred.
Experience developing or overseeing advanced (senior-level) deliverables, reports, or other technical writing work products.
Graduation from an accredited four-year college or university; Master’s degree preferred (experience and education may be substituted for one another).
Experience of 6 years in a field focusing on health and human services, including but not limited to the delivery of healthcare, public health, state government, or another related field.
Experience in a field related to Medicaid and/or CHIP policy preferred.
Experience developing or overseeing advanced (senior-level) deliverables, reports, or other technical writing work products.
