Duties

The Director for Policy, Programs, and Planning leads the Chief of Staff's effort to align NIST policy and planning and programmatic budgetary strategy functions ensuring that the priorities of the NIST Director are represented to Senior Administration officials, other federal agencies, and national and international partners and organizations and represented in the agency's budget. Specific responsibilities include:


Representing the interests of the NIST Director's Office and serving as a primary point of contact for engagement with relevant counterparts in the Office of the Secretary (DOC), White House staff offices, and with key international partners.

Leading efforts to assess, develop, and advance NIST positions across a broad range of topical areas from artificial intelligence (AI) to supply chain security and leading the NIST representation of one or more critical and emerging technology areas across the Department of Commerce and/or with the White House and other U.S. government agencies.

Leading planning efforts to ensure NIST's strategic program priorities are incorporated into NIST's Annual Congressional Budget Justification and working with the NIST CFO and Budget Office, and Public Affairs to ensure timely formulation, rollout, and communication of NIST budget priorities.

Leading the development and execution of cross-NIST Strategic Planning efforts on behalf of the NIST Director, including the build-out and management of a unified planning and programmatic review cycle to ensure the implementation of an annual program plan development process and review process encompassing all NIST Directorates.

Serving as NIST's Chief Evaluation Officer, responsible for the development and management of a robust programmatic performance evaluation system for NIST and providing oversight of all required performance reporting efforts to the Office of Management and Budget (OMB) and the Department.

Assisting the Chief of Staff in directing the implementation of programmatic initiatives that are approved by the NIST Director and assisting the NIST Director and the Chief of Staff with preparation for all meetings with other federal agencies, foreign dignitaries, private sector and public sector interest groups, and represents the NIST Director and the Chief of Staff at meetings, as necessary.

Working with the Public Affairs and Congressional Affairs operations to provide appropriate background and ideas for speeches and engagement efforts.
