Summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of International Affairs, Regional Affairs Directorate, North America Division, located in Mexico City, Mexico.


Duties

This position serves as a subject matter expert on CBP's international trade policies and procedures and provides technical advice to foreign and domestic government officials and agencies.


This position starts at a salary of $106,382.00 (GS-14, Step 1) to $138,296.00 (GS-14, Step 10).

Typical duties include:


Collaborating with the assigned CBP Attaché in the host country and providing critical and time sensitive information regarding the host country and/or international organizations' political, economic, cultural, or social circumstances.

Serving as a CBP in-country trade advisor, consultant, and expert to the U.S. Ambassador and Department of State, Chief of Mission, and other U.S. Government Agency representatives at post regarding CBP programs and operations to include relevant sharing of information, details, and providing briefings on major CBP trade programs and operations.

Providing expert advice concerning issues related to international trade enforcement and facilitation operations and policies. Working closely with assigned country team leader and serving as the liaison between the host country and/or international organization and CBP.

Providing authoritative and long term advisory assistance to foreign government agencies in support of CBP goals, operations, and objectives. Ensuring compliance with trade commitments, agreements, or arrangements. Recommending improvements in trade policy, procedures, and operations to foster harmonization with CBP and international standards.

Reviewing and evaluation of the host country and/or international organization's programs, operations, and initiatives in relation to the effectiveness in supporting CBP trade enforcement and facilitation policies and in meeting the needs and requirements of the host country.

Participating in meetings, conferences, or committees to promote CBP goals and objectives. Cultivating international contacts, liaisons, and relations at all levels of CBP and DHS components and with other government officials and foreign government representatives to promote U.S. foreign policy.

Temporary Assignment: This assignment is being filled on a temporary basis not-to-exceed (NTE) two years with possible extension(s) for a maximum of five year(s) in the order of a two and one year increment. Upon conclusion of the NTE assignment, the incumbent will be returned to the home office of record to a former position or to a different position of equivalent grade and pay as the one from which the incumbent was previously assigned, and that the return is not subject to the procedures found in 5 C.F.R. §§ 351, 432, 752, and 771. While serving on a NTE assignment, management has the discretion at any time to return the incumbent to the home office of record to a former position or to a different position of equivalent grade and pay as the one from which the incumbent was previously assigned.


Retirement: This position is being filled on a not-to-exceed (NTE) temporary assignment; therefore, in the event the incumbent becomes eligible for retirement and chooses to retire, the incumbent will be returned to the home office of record at least two full pay periods prior to retirement. The incumbent will not be eligible to retire while serving on a NTE assignment in Office of International Affairs.


Relocation expenses will be paid in accordance with the Federal Travel Regulation limits and agency policy.
