Consistent with the UN Guiding Principles on Business and Human Rights and our commitments as a member of the Global Network Initiative, the Facebook Product Policy team is dedicated to understanding the human rights impacts of our platform and to crafting policies that allow us both to act against those who would use Facebook to enable harm, stifle expression, and undermine human rights, and to support those who seek to advance rights, promote peace, and build strong communities.
We are looking for a Director of Human Rights Policy to coordinate our company-wide effort to address human rights abuses, including by both state and non-state actors. This role will be responsible for: (1) Working with product teams to ensure that Facebook is a positive force for human rights and apply the lessons we learn from our investigations, (2) representing Facebook with key stakeholders in civil society, government, international institutions, and industry, (3) driving our investigations into and disruptions of human rights abusers on our platforms, and (4) crafting policies to counteract bad actors and help us ensure that we continue to operate our platforms consistent with human rights principles.
This is a full-time position located at our headquarters in Menlo Park, California or in our Washington DC Office, and global travel to support our international teams is expected.
RESPONSIBILITIES
- Coordinate and advise Facebook teams working on human rights, conflict prevention, peace-building, and related projects.
- Work with Facebook's Product, Public Policy, Community Operations, and Security teams, as well as external stakeholders, to monitor conflict situations for policy issues that interest the company.
- Work with Facebook's Public Policy, Community Operations and Security teams to identify and work to disrupt actors that seek to misuse our platforms and target our users and to support those using our platforms to foster peace-building and enable transitional justice.
- Work within Facebook's Product Policy team to formulate policies that govern user, advertiser, and developer behavior on Facebook. This includes policies to encourage responsible online activity as well as policies that deter or mitigate the risk of human rights violations or the escalation of targeted violence.
- Represent Facebook in meetings with politicians, policymakers, NGOs and civil society groups.
- Communicate on behalf of Facebook on topics in the intersection of human rights, technology, conflict prevention, freedom of expression, and policy.
- Detect and respond to global events.
MINIMUM QUALIFICATIONS
- 12+ years of experience in public policy, human rights, conflict prevention, freedom of expression, and technology
- Knowledge of conflict areas and threats to human rights
- Experience working in developing nations and with governments and civil society organizations around the world
- Experience working in conflict areas and/or with programs to address and mitigate conflict
- Experience working with technical product teams
- Experience with consensus-building
- Experience operating independently and representing companies at the ministerial-level
- PREFERRED QUALIFICATIONS
- Advanced degree in public policy, foreign relations, or law degree
- Demonstrable experience with the impact of technology on human rights, conflict, and peace-building
- Experience working with technology companies on policy development and/or enforcement
- Experience addressing information operations, propaganda, and/or the intersection of media and historical violence
- Experience in the investigation into the coordination of violence, crimes against humanity, mass atrocities, and/or other human rights abuses
- Multilingual
