POSITION OVERVIEW 

The Public Service Leadership Institute team aims to strengthen government leaders through action-oriented coaching and facilitation. Programs range from cohort-based open enrollment programs to long-term agency engagements to customized coaching and retreats.  

 

As a manager and facilitator, you will develop, facilitate and manage programs and projects that prepare federal leaders at all levels—from emerging leaders to executives—to build their leadership and management capacity, encourage innovation and improve the overall effectiveness of their agencies. 

 

ESSENTIAL FUNCTIONS/PRIMARY RESPONSIBILITIES 

  • Lead the design, planning and execution of federal leadership development programming, for audiences ranging from emerging leaders to senior executives.
  • Manage and facilitate training programs, seminars, meetings, workshops and problem-solving sessions for federal employees.
  • Create session materials, such as handouts, exercises and tools for use in leadership development training.
  • Manage projects and programs, including developing strategy, setting goals and objectives, establishing metrics, helping to secure program funding, leading project teams, managing deliverables (including scheduling assignments and reporting on task completion), developing and monitoring budgets and driving results through program implementation.
  • Build and maintain relationships with participants, government officials and other experts to ensure the successful design, implementation and continual improvement of leadership development programs.
  • Build and manage strategic relationships with federal agencies to further the Partnership’s long-term impact. 
  • Contribute to business development presentations, management of contracts and drafting of proposals for fee-for-service programs. 
  • Connect leadership development programming to and support the Partnership’s work more broadly. 
  • Mentor and coach junior staff and interns.
  • Represent the Partnership at external meetings and events.

 

KEY COMPETENCIES 

  • Demonstrated training, presentation and facilitation skills.
  • Ability to customize the design of leadership programs and curricula to meet federal agency needs based on audience.
  • Excellent project management skills and skilled in prioritizing, organizing, delegating and planning work to complete projects from initial conceptualization through timely delivery of high-quality deliverables.
  • Ability to build and manage project budgets.
  • Proven track record of consistent, sound judgment and decision-making skills; ability to identify potential problems, analyze issues and provide proactive solutions.
  • Willing and able to work effectively as part of a team across the larger enterprise, sharing information and insights, collaborating to solve problems and effectively connecting the organization’s leadership programming to our broader mission.
  • Excellent relationship management skills, including a strong customer service background leading to collaborative internal and external partnerships.

REQUIRED EDUCATION AND EXPERIENCE 

  • Bachelor’s degree in a related field, or equivalent professional work or military experience (master’s degree a plus).
  • Minimum of five to seven years of relevant work experience, including demonstrated experience managing and facilitating high-quality virtual and in-person programs and/or events.
  • Prior experience working collaboratively with multiple stakeholders and subject matter experts to customize program approaches and content.
  • Experience working in the federal environment and knowledge of federal leadership development needs preferred.
  • Experience in budgeting and fiscal management a plus.
  • Leadership development assessment and/or change management content certifications (e.g., MBTI, Crucial Conversations, ADKAR) a plus.

 

SUPERVISORY RESPONSIBILITY/REPORTING STRUCTURE 

This position reports to a senior manager or director on the Public Service Leadership Institute team.  This position will directly or indirectly supervise associate managers, associates and/or interns. 

 

WORK ENVIRONMENT 

This job operates in a hybrid (remote + office) environment in Washington, DC, and requires the candidate to be a permanent resident in the Washington, DC, Maryland or Virginia area. The person in this role is expected to work in the office, on average, two days per week. This position requires consistent use of office equipment such as computer, telephone, printer/scanner and MS Office.   

   

In assessing employee performance at the Partnership, we consider collaboration, results, demonstration of our values and a commitment to diversity, equity, inclusion and accessibility. Our performance review process runs the calendar year; we conduct a performance check-in at mid-year and complete a formal full-year assessment at year end. Salary increases are based on the full-year performance assessment.   

 

POSITION TYPE/EXPECTED HOURS OF WORK 

This is a full-time, exempt position with regular work hours Monday-Friday. Occasional evening or weekend activities may be required. Please note that the Partnership allows flexibility in work schedules. 

 

TRAVEL 

If travel occurs, it is usually during the business day. Some out of the area and/or overnight travel may occasionally be required.  

 

SALARY AND BENEFITS 

The starting salary range for this position is $70,000-$95,000. The Partnership offers a compensation package that includes a competitive salary; medical, dental and vision coverage; life insurance; long- and short-term disability insurance; a 401(k) program with a 4 percent employer match; opportunities for training and development; commuter benefits; 15 days of annual leave per year, 10 days of sick leave per year, plus all federal holidays and the day after Thanksgiving off; and use of an on-site exercise facility.
